Nace en el archipiélago de San Andrés, Providencia y Santa Catalina, el 27 de septiembre en la década de los años ’40, propiamente en la Isla de Providencia, y se cría en la Isla de San Andrés. Fue miembro cofundador de los Boy Scouts en la Isla y Jefe de Lobatos. Se convierte en Institutor y presta sus servicios como Educador en el principal Centro Educativo de la Isla, Slave Hill School (ahora Colegio Bolivariano). Practica el deporte de basketball, y sobresale como uno de los mejores exponentes de esta disciplina, convirtiéndose mas tarde en D.T ., conquistando innumerables títulos a nivel nacional en representación de las Islas.
Ha ocupado también varios cargos administrativos y culturales en su departamento. Cofundador de la Casa de la Cultura Northend en 1969, actualmente su Vicepresidente. Fue consejero Intendencial, Presidente del Consejo Departamental de Teatro y miembro del Consejo Departamental de Cultura. A principios de los años ’80, se preocupa por la narrativa isleña, e irrumpe en 1988, representado al Archipiélago en la Primera Feria Internacional del Libro en la Ciudad de Bogotá, leyendo sus cuentos y poemas y haciendo conocer de esta manera la Literatura Oral Isleña ya en forma escrita.
En la actualidad es Presidente del Native Afro-Anglo Foundation for Vindication- NAAFFV, y Representante de la Comunidad Raizal en la Comisión Consultiva Departamental y de alto Nivel “Por el desarrollo de los derechos de las comunidades negras”. Viaja a Ginebra, Suiza, del 30 de abril al 3 de mayo de 1996 en representación de las Comunidades Negras colombianas ante la Comisión de Derechos Humanos, Sub-comisión de Prevención de Discriminación y protección a las Minorías Étnicas, de las Naciones Unidas

Was born in the Free Town Section on the Island of Providence, one of the three inhabited island of the San Andres Archipielago, on September 27 in the 1940’s. Raised on San Andres Island, he was co-founder and member of the San Andres Boy Scouts and later became an instructor at the Slave Hill High School (now Bolivariano High School), the main educational center on the Island. He also became a well-known basketball player and coach, playing for or coaching the winning teams in many national basketball tournaments.
He has also held many administrative and cultural posts in his Department: Co-founder (1969) and actual vice-president of the Northend Cultural Center; Intendential Councilman; President on the Departamental Theatre Council, and member of the cultural Council. In the 1980’s, he became interested in islander narrative, representing the Archipielago at the First International Book Fair held in Bogota in 1988, reading his poems and stories, a first attempt at making his island’s Oral traditions known in the written form.
Juan is presently President of the Native Afro- Anglo Foundation for Vindication (NAAFFV), and representative of the native islander community on both the local and national Consultative Commission for the Development of the Constitutional Rights of Black Communities.  From April 30 to May 3, 1996, he traveled to Switzerland to represent Colombia’s black communities at the United Nation’s Human Rights Commission, Sub-Commission on the Prevention of Discrimination and Protection of Ethnic Minorities.
